Can I put an Opt-In/Squeeze Page on a blog (blogger, wordpress)? If yes, how would I go about it?

I am determine to start an online business and I think I have to build a subscriber list. I have blogs but don't know how to incluse an opt-in block on it. Thank you for your help.

A static front page would also work with a optin box that sent them to the newest post would also work.
